By now, artificial intelligence has become a Rorschach test. Some people treat it like salvation. Others treat it like science fiction. Many elected officials treat it like a talking point.
None of those positions are adequate for governance.
If you are running for office — at any level — AI literacy is no longer optional. It is a basic prerequisite for authority in a society where software increasingly mediates opportunity, risk, information, and trust.
You cannot responsibly govern systems you do not understand.
This Is Not a Future Issue
Artificial intelligence is not coming. It is already embedded in decisions about who gets hired, who receives loans, which neighborhoods are flagged for policing, how medical cases are prioritized, what students see online, and how public benefits are administered.
These systems rarely announce themselves. There is no sign that says “an algorithm made this decision.” There is often no human available to explain or override the outcome. Appeals processes, when they exist, can be opaque or inaccessible.
In other words, policy is already being implemented through code — often written by private vendors, not public servants.
If elected officials cannot interrogate these systems, they cannot meaningfully oversee them.
Most current AI systems are pattern-recognition tools trained on enormous datasets. They generate outputs that can sound authoritative without actually understanding what they are saying. They can encode existing biases and scale them efficiently. They can fail in ways that are difficult for non-experts to detect.
A system does not need consciousness to cause harm.
It only needs authority.
The Real Risks Are Administrative
The dangers posed by AI are not primarily cinematic. They are bureaucratic.
A flawed hiring algorithm can quietly filter out qualified applicants for years.
A predictive policing tool can reinforce historical inequities while appearing neutral.
An automated benefits system can deny assistance at scale with minimal human review.
A synthetic media campaign can erode public trust without firing a single shot.
These harms are slow, diffuse, and often invisible — precisely the kinds of problems that require informed oversight.
Ignorance at the Top Is a Governance Failure
History is full of examples of leaders misunderstanding emerging technologies. The results are predictable: regulations aimed at the wrong targets, delayed responses to real harms, and reactive policymaking shaped by crises rather than foresight.
The internet, financial derivatives, and social media all followed this pattern. AI is advancing faster than any of them.
Compounding the risk is the concentration of expertise within private companies. Governments increasingly depend on vendors to build and maintain critical systems. Without internal understanding, public agencies cannot effectively evaluate claims, negotiate contracts, or enforce accountability.
This is not merely a technical gap. It is a power imbalance.
Literacy Does Not Mean Learning to Code
No one expects a city council member or member of Congress to train machine-learning models. But they must grasp the fundamentals:
That AI systems can produce confident errors.
That training data reflects historical inequalities.
That automation can obscure responsibility.
That models degrade when conditions change.
That transparency is not the same as accountability.
Most importantly, leaders must understand where automation is inappropriate — where human judgment, due process, or democratic deliberation cannot be replaced by statistical prediction.
Democracy Depends on Shared Reality
AI also reshapes the information environment itself. Deepfakes, synthetic text, automated bot networks, and algorithmic amplification can distort public discourse at scale. When citizens cannot distinguish authentic communication from manufactured content, trust erodes — in media, in institutions, and eventually in elections.
Safeguarding democratic processes now requires technological competence as well as legal authority.
The Cost of Delay
Technology adoption rarely pauses for regulatory readiness. By the time lawmakers act, systems are entrenched, contracts are signed, and public agencies depend on tools they may not fully understand.
Retrofitting accountability is far more difficult than building it in from the start.
Every election cycle that passes without meaningful AI literacy among candidates widens the gap between technological reality and political capacity.
A Minimum Standard for Authority
Voters should expect anyone seeking power to be able to answer basic questions:
What decisions should never be automated?
How will algorithmic systems be audited?
How can citizens challenge automated outcomes?
Who is accountable when an AI system causes harm?
What protections exist for workers displaced by automation?
How will synthetic media threats be addressed?
These are not technical questions. They are governance questions.
Responsibility in an AI-Mediated World
Artificial intelligence does not need to be feared or worshipped. But it must be understood.
A leader who cannot distinguish between a chatbot, a predictive model, and a decision system is navigating a transformed world with outdated tools. Good intentions cannot substitute for competence. Rhetoric cannot substitute for literacy.
Power without comprehension is not leadership. It is risk.
Before asking for authority over a society shaped by algorithms, candidates should demonstrate that they understand the systems already shaping their constituents’ lives.
In the 20th century, public office required fluency in law, economics, and diplomacy. In the 21st, it also requires fluency in the technologies that mediate opportunity, information, and trust.
Anything less is governance by guesswork — and the public deserves better.
